What is Act 69 of 2024?
Act 69 of 2024 for College Affordability and Transparency, requires Institutions of Higher Education (IHEs) to present financial information in greater detail to students and to provide financial aid exit counseling at the end of a student’s final academic term. The act was signed into law by Governor Josh Shapiro on July 17, 2024.
Act Requirements
Undergraduate Tuition Requirement:
Post on the web total amount of mandatory fees collected with a detailed description/use of each (including the amount of fees collected for each use)
Proposed Action
- Break down fee structure
- Add fee descriptions and description/use detail
Undergraduate Student Fee Requirement:
Publish all mandatory fees along with a fee description prior to the term in which the fee will be charged and included on a student’s tuition bill.

It's important to learn how the cost of your education is determined so that you can understand how much aid you might need. We'll help estimate that cost. First, you'll need to become familiar with the following terms.
Direct Costs
Expenses that are billed to your student account and paid directly to the school: tuition and fees, on-campus housing and meal plan (if you live on-campus).
Indirect Costs
There are also indirect costs you'll have to pay for, such as books, equipment, transportation, and off-campus housing and meals (if you don't live on-campus). Although financial aid may cover some of these, you are responsible for paying them.

A personalized Financial Aid Notification Letter (ANL) will be sent to each incoming 1st year Student receiving a scholarship or financial assistance offer. In addition to the paper letter the student will be able to review this in their admissions portal and once the student deposits, they will be able to make decisions in their Warriors Connect portal. |

Counseling for students who transfer or withdraw.--With respect to a student who leaves an institution of higher education without the knowledge of the institution or transfers to another institution, the institution shall attempt to make financial aid counseling available to the student. If the institution is unable to get in contact with the student, the institution shall mail the information described in subsection (b) in writing to the student at the last known address on file. |
